Gentlemen:
The South Essex Sewerage Board, created by and or ganized under Chapter 339 of the Acts of the year 1925, herewith submits its fourth report covering the year 1929. There have been no changes in the statutory character or in the personnel of the Board during the year with the exception of Mr. Roger W. Macdonald who replaced Mr. P. H. Mosher as City Engineer of Peabody in March, 1929. Legislation was secured by the Board during the year, postponing the date of making assessments for construction and maintenance costs.
Mr. Frederick D. Smith has continued to act as Consult ing Engineer. Mr. Bayard F. Snow has continued as Resident En gineer. The number of employees at the beginning and end of the year was as follows:

Mr. H. W. Clark has continued his work on analysis of the industrial wastes from the tanning and associated in dustries and supervision of the design and installation of treatment plants to eliminate caustic lime which has caused
A few of the difficulties attendant on sewage flow meas urements have been mentioned in previous reports. The efforts to determine these flows accurately have been con tinued and to this end recording weirs and other measuring devices have been installed at several points. The new Venturi Meters at the Peabody line and the Salem pumping station have been cleaned as required, the hard incrustations being removed by scrapers so as to leave the tubes clean and the throat true. For permanent records of the total flow from State and County Institutions, a flume of para bolic cross-section was built in an underground chamber at Nichols Street, where the institutions trunk sewer connects with that of Danvers. A recording flow meter is to be in stalled at this point. Special chambers were built on the lines to the institutions permitting the installation of weirs or other recording devices for determining the flow from each connection.
CONSTRUCTION WORK
The contracts in force on January 1, 1929 and awarded during the year are as follows: Contract No. 12, for furnishing and installing pumping units and appurtenances at the Beverly Pumping Station, and awarded to Starkweather and Broadhurst, Inc., of Bos ton, Mass., was completed in September, 1928 sufficiently to permit continuous operation of the station since that time, but owing to certain technical failures has not yet been ac cepted.
Contract No. 13, for the construction of Section 5 of the trunk sewer from the westerly side of the Porter River through Danvers to the corner of purchase and Laurel Streets was awarded in December, 1927 to the V. Barletta Company of Roslindale, Mass., and was substantially com pleted during the following year. Some of the minor items of construction and clearing up were deferred until the early part of 1929.
Contract No. 16, for the construction of Section 4 of the trunk sewer through Danvers from the corner of Pur chase and Laurel Streets to Venice Street and Roosevelt Avenue in Beaver Park was awarded in March, 1928 to A. Baruffaldi of West Somerville, Mass. This work was com pleted in May, 1929.

Contract No. 17, for the construction of Section 3 of the trunk sewer from Beaver Park through the former rail road location to Nichols Street, was awarded in May, 1928, to Welch & Moynihan Company of Salem, Mass. This work was completed in April, 1929.
Contracts Nos. 18 and 19, for the construction of the institutions trunks sewer from Nichols Street through the former railroad location to a point near the Danvers-Mid- dleton town line, was awarded in May, 1928 to Mark E. Kel ley Company, Inc. of Peabody, Mass. This work was aband oned late in December, 1928 after approximately 80% of the pipe had been laid, but through the efforts of the Board and the Maryland Casualty Company, surety on these con tracts, a new contract was entered into in February, 1929 with Zoppo & Civitarese of Hyde Park, Mass. This new contract covered the entire work included under Contracts 18 and 19 and was completed in September, 1929, the cost to the District being the same as if the work had been done under the original contracts although the construction cost was considerably higher.
Contract No. 21, for furnishing and installing pumping equipment in the Danvers Pumping Station was awarded in July, 1928 to Starkweather and Broadhurst Inc., of Boston, Mass. This work was completed in 1929 sufficiently to per mit the operation of the station since November first, but certain mechanical adjustments remained to be done at the end of the year.
Contract No. 23, for the construction of the superstruc ture of the Danvers Pumping Station was awarded in Aug ust 1928, to William Cann of Beverly, Mass. This work is now completed.
Contract No. 24, for the construction of an 8-inch cast- iron pipe siphon connection to the trunk sewer from the Middleton Colony of the Danvers State Hospital, was award ed in December, 1928 to George M. Bryne of Boston, Mass. This work was completed in January, 1929.
Contract No. 25, for the construction of the sewer con nection from the Essex County Agricultural School to the trunk sewer of the District was awarded in April, 1929 to L. P. Frederico & Susi Company of Dorchester, Mass. This work was completed during the year.
