The following changes to the Drawings and Project Specifications shall become a part of the Drawings
and Project Specifications; superseding previously issued Drawings and Project Specifications to the
extent modified by Addendum No. 2.
Requests for Information (RFIs):
Q1: Regarding the Video bid - We see Sony cameras w/licenses listed, but no Video Management
System (VMS) listed. Are the licenses for an existing VMS? If yes, which manufacturer? If no,
will we provide a VMS including hardware at each school?
A1: VMS is currently being used within the district and is specified within Section 282300, Article
2.2.B., as IP Video, Sentry VMS, Enterprise Platform.
Q2: The Bid is spec’d for IPVideo Software and either Dell/HP Hardware. IPVideo now sells their
Software/Hardware as one purpose built solution. Please see attached document titled
“hardware” from the manufacturer. Please advise.
A2: Only HP or DELL servers shall be accepted as specified. The DELL server specifications are
stated within the project manual, Section 282300, Article 2.3.C.1.
Q3: Is switching equipment being provided by the awarded bidder or others?
A3: Network switches are provided by other and not part of this project. All Voice QOS and
security IP addressing information must be relayed by the Contractor awarded this project to the
client in a cohesive manner so that the network switches can be configured by others.
Q4: Can you state what the start date is for the project?
A4: The Town hopes to award the contract the week of March 16 and the Contractor can start as
soon as the contract is signed and submittals are approved.
Q5: Section 280533-7 3.1B(3) states that EMT shall be installed above ceiling and in interior walls.
Can open cabling be installed in lieu of EMT above ceilings and interior walls?
A5: Yes, but must be at a protected distance from any EMI source and installed onto proper J-Hooks
as specified.
Q6: Are all ceilings drop-tile ceiling type except for the locations that show spline ceiling or dry
wall? If not can a set of plans be issued to show locations of exposed, drywall, drywall with
glue on tiles, etc.?
A6: Drawings show locations with hard ceilings. A walk through of the High School was scheduled
via Addendum #1.
Q7: Some of the plans show CCTV cameras in a light grey color. Is this an existing camera location,
future camera location or something else?

Security Upgrades for 12 Schools – Manchester Addendum #2-

A7: Existing Cameras are shown as reference and labeled with a suffix “E” for existing. All existing analog cameras are to be replaced with new IP Cameras as noted within the Drawings.

Q8: Can the town state the vendor’s name, telephone number and contact name it is currently using for the Alcatel-Lucent system? A8: The current contractor servicing the Alcatel Lucent system is Advance 2000. The account executive is Ken Eon, 617-314-9523.

Q9: After reviewing your school by school breakdown in the bid proposal, please state if the voice cabling is to be part of the VOIP phone system? If not please state where the pricing should be placed on the bid form. A9: Yes voice cabling shall be included as part of the VOIP phone system. All Category 6, plenum rated Ethernet cabling is required for every phone and camera locations. This cabling is part of the Voice and Video Surveillance System, Bid #14/15-64.

Q10: Unit Price #1 and #2 – Contractor will need the length of Cat 6 cable that is to be installed for these items? A10: Provide costs for 150 feet and 290 feet, respectively.

Q11: The interior and exterior cameras quantities do not match the licenses and install network drops in Keeney, Manchester Regional Academy, Manchester High School, and Verplanck. Please review. A11: Please refer to the revised Bid Form in Addendum #2.

Q12: We have noticed in the bid it states the bidder must be DAS Pre-qualified and also be a certified reseller of both IPVideo Corp and Alcatel-Lucent. Can you please explain this, as we do not feel there will be any companies which hold all three certifications. A12: The DAS prequalification applies to the prime bidding contractor. The certified reseller can be a subcontractor to the prime bidder and not hold DAS prequalification. However if the subcontractor’s bid is at or above the $500,000 threshold, the subcontractor must also be DAS prequalified.

Q13: Can you please publish a list of the all potential bidders who have picked up the plans? A13: You must contact the Town of Manchester for the list of plan holders.

Changes to the Specifications:

  • BID FORM has been deleted in its entirety. A new BID FORM has been added and is attached as part of this addendum. (5)
  • SECTION 273100, VOICE COMMUNICATION:

o Page 3, Article 1.6.A.2., delete “and must have facilities and staff located within Connecticut” in its entirety. o Page 10:
